Landing Page Testing and Quality Score

I have two landing pages I would like to test for a PPC campaign. One includes quite a bit of copy and a sign-up form, and the other is much shorter and sparser. Should I worry that the second page will lack the copy necessary to give me a good Quality Score, and therefore increase the cost-per-click (CPC) for my entire campaign? My campaign is new and my prices are currently dropping every day. Should I wait to test my landing pages after my CPC has stabilized?

I prefer having stability on the Quality Score and click-through rate before I start running an A/B test. Unless you have a great CTR and a high Quality Score right off the bat, I would take some time and focus on the ad side of things first. Once you have found an ad that is engaging you will have a better feel for what the copy on your landing page should be.
